1. Places prohibited for the extraction (catch) of aquatic biological resources:
in the Gorky Reservoir:
In the southern channel of the Kostroma flood throughout the entire water area and the left side of the reservoir from the canal up and down 0.5 km along the fairway of the Volga River, as well as in the flood of the Petrilovsky flood in a section of 1 km from the Southern channel;
on the section of the Kostroma River from the so-called Strelka to the administrative border of the village of Isada and from the administrative border of the village of Krasny Bor upstream to the mouth of the Andoba River;
the Volga River (Krasnoselsky District) in the area of the Kostroma State District Power Plant within the boundaries - the right side to the fairway of the Volga River, from the mouth of the Shacha River up, with a length of 0.5 km and down to the village of Krasnye Pozhny and in the intake channel of the State District Power Plant, with an area of 400 hectares and a length of 4 km.
From April 15 to June 15 - in all water bodies of fishery importance in the Kostroma region, with the exception of one float fishing rod from the shore with a total number of hooks of no more than 2 pieces on the fishing gear of one citizen;
from April 20 to May 5 and from June 1 to 20 - in Lake Chukhlomskoye with all its tributaries for 25 km from the mouth upstream and the source for 25 km downstream.

The permissible size of aquatic biological resources is determined in fresh form:
In fish - by measuring the length from the top of the snout (with the mouth closed) to the base of the middle rays of the caudal fin (in sturgeon - from the top of the snout to the deepest part of the notch of the caudal fin);
in crustaceans, by measuring the body from a line connecting the middle of the eyes to the end of the tail plates.
Extracted (caught) aquatic biological resources having a length less than the specified length are subject to immediate release into the natural habitat with the least damage.
Spawning areas of the Kostroma region:
Lake Galichskoye: throughout the entire water area of the lake and on all tributaries of the lake, with the exception of areas from the canal of JSC Rybak to the mouth of the Lama River and adjacent to populated areas;
Gorky Reservoir: from the water's edge during the spring flood to a width of 100 m in the water area of all bays, around all islands;
at the mouths of all rivers flowing into the Volga River: at a distance of 25 km up from the confluence;

FISHERIES OF THE VOLGA-CASPIAN FISHERIES BASIN
(in abbreviations: for recreational fishing in the Astrakhan region)
I. General provisions
1. The fishing rules for the Volga-Caspian fishery basin (hereinafter referred to as the Fishery Rules) regulate the activities of Russian legal entities, individual entrepreneurs and citizens engaged in fishing in the Caspian Sea and in the internal waters of the Russian Federation within the areas specified in paragraph 2 of the Fishery Rules, and also foreign legal entities and citizens engaged in fishing in accordance with the legislation of the Russian Federation and international treaties of the Russian Federation.
4. Fishing rules establish:
4.1. types of permitted fishing;
4.2. standards, including standards for the yield of products from the processing of aquatic biological resources, including caviar, as well as parameters and terms of permitted fishing;
4.3. restrictions on fishing and other activities related to the use of aquatic biological resources, including:
- prohibition of fishing in certain areas and in relation to certain types of aquatic biological resources;
- closure of fishing in certain areas and in relation to certain types of aquatic biological resources;
- minimum size and weight of extracted (caught) aquatic biological resources;
- types and number of permitted tools and methods of extraction (catch) of aquatic biological resources;
- the mesh size of the gear for the extraction (catch) of aquatic biological resources, the size and design of the gear for the extraction (catch) of aquatic biological resources;
- distribution of areas for production (catch) of aquatic biological resources (district, subdistrict, fishing zone, fishing subzone) between groups of vessels that differ in the means of production (catch) of aquatic biological resources, types and sizes;
- periods of extraction (catch) of aquatic biological resources for groups of vessels differing in the means of extraction (catch) of aquatic biological resources, types (power) and sizes;
- permitted by-catch of some species when harvesting (catching) other types of aquatic biological resources;
- periods of fishing in water bodies of fishery importance;
7. In order to preserve rare and endangered species of aquatic biological resources listed in the Red Book of the Russian Federation and/or the Red Book of a constituent entity of the Russian Federation, the extraction (catch) of such types of aquatic biological resources is prohibited.
II. Requirements for the conservation of aquatic biological resources
10. For recreational and sport fishing:
10.1. citizens have the right to carry out recreational and sport fishing in water bodies of public fishery importance freely and free of charge in accordance with the Fishery Rules;
15. When fishing, it is prohibited:
15.2. citizens to carry out extraction (catch) of aquatic biological resources:
- with the use of piercing tools for prey (catch), with the exception of amateur and sport fishing carried out using special pistols and guns for underwater hunting (hereinafter referred to as underwater hunting), pneumatic weapons, firearms (except for prey (catch) of marine mammals), tools and methods of production (catch) that affect aquatic biological resources with electric current, as well as explosive, toxic, narcotic drugs (substances), self-catching hook gear and other tools and methods of production (catch) prohibited by the legislation of the Russian Federation;
- methods of purpleing, jamming, rutting, including using rattling and bogging;
- in wintering pits;
- in prohibited and closed areas of production (catch) and during periods (periods) prohibited for production (catch);
15.4. ...citizens are prohibited from:
15.4.1. throw away (destroy) or release extracted (caught) aquatic biological resources permitted for extraction (catch), with the exception of:
recreational and sport fishing, carried out on the “catch and release” principle;
15.4.5. use small and pleasure vessels during the prohibited period on water bodies of fishery significance (or areas thereof) specified in Appendix No. 5 to the Fishery Rules "List of spawning sites located on water bodies of fishery significance of the Volga-Caspian fishery basin", with the exception of non-self-propelled vessels, as well as other vessels used to carry out permitted activities for the extraction (catch) of aquatic biological resources;
16. Citizens are prohibited from:
16.1. carry out spearfishing:
- in prohibited and closed areas for fishing, during periods (periods) prohibited for the extraction (catch) of aquatic biological resources;
- in places of mass and organized recreation for citizens;
- using scuba gear and other self-contained breathing apparatus;
16.2. use special pistols and shotguns for underwater hunting:
- from the shore,
- from the side of floating craft and wading;
16.3. have on board the vessel and floating craft, in fishing areas and in places of production (catch) (when fishing outside fishing areas) fishing (catch) gear, the use of which is prohibited in a given area and at a given period of time, as well as aquatic biological resources, mining (catch) of which in a given area and during a given period of time or part thereof is prohibited;
16.4. exceed the volume and quantity of extracted (caught) aquatic biological resources established in the voucher.
For amateur and sport fishing, the following is prohibited:
e) use of tools and methods of extraction (catch) of aquatic biological resources in water bodies of fishery importance in the Astrakhan region, with the exception of the following:
- float rod, consisting of a rod (including one with guide rings and a removable reel with fishing line), fishing line, float, sinkers, leashes and hooks;
- bottom fishing rod (donka), consisting of a rod (including with guide rings and a removable reel with fishing line or cord) or a whip, fishing line or cord, sinker, leashes and hooks;
- bottom fishing rod, consisting of a rod (including one with guide rings and a removable reel with fishing line and cord) or a whip, fishing line, sinker, feeder or bait trap with no more than 2 hooks;
- bottom fishing rod with shock absorber;
- spinners, wobblers, flies and other baits, different in shape and color with hooks (single, double or treble);
- crayfish traps, in the amount of no more than three pieces per citizen, each of the parameters of the permitted crayfish traps (length, width, height - for polygonal ones, height, diameter - for conical and cylindrical ones) should not exceed 80 cm;
- fishing (catch) on the lane using a rowing vessel or floating craft using no more than two baits per vessel or floating craft;
- fishing (catching) by trolling - using a sail and/or motor using no more than two baits per vessel or floating craft;
- production (catch) of fish “for kwok”;
- boats;
- girders;
- special shotguns and pistols for underwater hunting;
- spinning tackle (spinning), consists of a fishing rod with guide rings and a handle on which a removable reel with fishing line or cord is attached and is equipped with one bait with hooks (single, double or treble). Additionally, a sinker without hooks can be placed in front of the bait.
- Hooks - doubles or hooks - treble are used only when fishing (fishing) with a spinning rod and a girder. The number of hooks used (single, double or treble) should be no more than five pieces on the fishing gear of one citizen.
30. Areas prohibited for extraction (catch) of aquatic biological resources, terms (periods) of extraction (catch) of aquatic biological resources, types of aquatic biological resources, minimum size of extracted (caught) aquatic biological resources (commercial size):
30.14. Water bodies of fishery importance in the Astrakhan region:
- the Volga forbidden pre-estuary space, with the exception of fishing grounds provided for the organization of recreational and sport fishing;
- spawning grounds specified in Appendix No. 3 to the Fishery Rules "List of spawning grounds for sturgeon species in the Volga River bed";
- wintering pits specified in Appendix No. 5 to the Fishery Rules "List of wintering pits located on water bodies of fishery significance in the Volga-Caspian fishery basin."
- from April 20 to June 20 - everywhere, with the exception of water bodies of fishing significance within the administrative boundaries of settlements, as well as in fishing grounds provided for the organization of recreational and sport fishing during this period;

VI. Responsibility for violation of the Fishing Rules
31. Legal entities, individual entrepreneurs and citizens engaged in the extraction (catch) of aquatic biological resources who are guilty of violating the Fishery Rules are liable in accordance with the legislation of the Russian Federation.

Terms of the ban
The fishing situation is completely different in different countries, regions and regions.

Main dates of the ban in the spring:
- from April 1 to June 30 – fishing in rivers;
- from April 1 to June 10 – fishing in reservoirs and ponds;
- from April 1 to June 30 – subordinate systems;
Crayfish fishing for all reservoirs in spring and autumn:
- from April 1 to June 30 – in spring;
- from August 20 to September 30 – in autumn.
In addition, for those who like to fish with spinning rods or fishing rods with one hook, fishing is allowed in specially designated areas, away from spawning grounds.
Reasons for the ban
First of all, such measures are necessary for the reproduction and restoration of fish populations in the most “hot” places. Bans are imposed by bodies dealing with issues of water bodies and biological resources. They monitor compliance with regulations and, if necessary, impose fines on poachers.
Spawning and preparation for wintering is a very important issue for government officials. Crayfish fishing is also suspended for the period of molting and the formation of eggs.
At this time, reservoirs are closed to any watercraft, and the use of certain gear is limited. Only representatives of fisheries protection have the right to move within the water management.

The approximate amount will be from 2000 to 5000 rubles. In addition, this legislative act also provides for confiscation of property. Including, your boat and fishing rod will be taken away;
- destruction of a prohibition sign is also punishable by a fine;
- catching fish from a boat during the spawning period will cost much more, at least 300,000 rubles;
- in the event that you were seen with the gear and the damage was assessed as major, you will have to pay from 100,000 to 300,000 rubles. In addition, the article also implies a possible arrest for six months;
- if you come to the reservoir in your own car, then you face an amount of 3,500 to 4,000 rubles, provided that the car is located 200 meters from the shore.
As we can see, the consequences are quite serious, so it is worth planning the event in advance so as not to find yourself in a difficult situation.
My father-in-law and I decided to open the motorboat season this year on the Volga in Stepnoye with friends. Having met Dima and Slava in the village on Friday evening, we went together to the Damansky Peninsula.
Initially, we planned to quickly set up a tent and pump up the boats and go out to fish for catfish at night, but the weather intervened: the wind, which had been blowing all day and driving waves along the Volga, was not going to subside, and we decided to postpone fishing until the morning. But the neighboring fishermen nevertheless swam out and before three o’clock in the morning they caught five obscenely small catfish.
While we were setting up the camp and getting things going, the big full moon rose, and we, having had dinner in the moonlight, went to bed, setting the alarm clock for three in the morning. How nice and cool it was in the tent after the exhausting stuffiness of the city! At three o'clock it was already as bright as day, and it was almost completely calm. Having quickly washed up, we began to rock the boats: it coincided that both Dima and I were launching our boats for the first time. I had a new three-seater Badger with a five-horsepower Yamaha engine, and Diman had a regular two-seater PVC car.
We decided to go in a hitch (with Dima in tow) to a new place for us - Kriusha (a flooded river, which is located almost in the middle of the Volga, 2.5 kilometers from the shore). By the time we got ready and got to the place, it was already six in the morning. Dima and I cast donks for catfish, and my father-in-law filled the feeder with bread and started casting a ring.
However, in two hours we didn’t really see any bites, only I pulled out two small gobies from a ten-meter depth. And at that time, dead large crucian carp and small herring were swimming past us along the Volga - it looked like someone had poisoned the fish again... Upset, we reeled in our gear and went to the shore.
After breakfast, my father-in-law and I went to the forest belt to pick blackcurrants and in 3.5 hours we collected a full bucket. We returned to camp for lunch, and after lunch, after resting for a couple of hours, we began to prepare for evening and night fishing. For a long time we doubted whether to go out or not because of the wind, but Dima persuaded us, and we sailed out on two boats, but without a motor, fortunately the sail was not far away. They decided to fish at the old proven place - the first river.
We left, of course, a little late, just before sunset. The wind blew with the current and, thanks to this, did not raise a large wave. The underwater river is not very wide and is limited by strips of grass on both sides. However, we decided to take different horizons to determine the best fishing spot: Diman and Slavka stood near the dump (about twenty meters from the grass), and my father-in-law and I anchored closer to the middle of the river. We each cast two donks with different attachments: here is a bunch of worms, a May beetle larva, live bait, and even slightly rotten lard (of course, my father-in-law baited it). I get a sharp bite almost immediately, but no fish are caught. And then - silence...
An hour later, when it was already starting to get dark, I called my friends and found out unexpected news: Dima pulled out four catfish one after another within half an hour - three kilograms and one 1.8 kg! Slavka didn’t have a bite.
We hastily weigh anchor and row towards them, closer to the edge of the dump. Meanwhile, it’s already dark, and we turn on our headlamps. And then, in the darkness, the bell on my donkey finally started ringing, I hooked and began to fish for my first catfish in the last two years. Although he weighed only a kilogram (nevertheless, he managed to reach the size allowed for catching), he resisted with great dignity and was not accepted into the landing net by his father-in-law the first time.
About twenty minutes later I had another bite, this time on a larva (all the other catfish were caught on a worm). I hooked and just tore a good catfish from the bottom, when it jerked sharply and got off... After that, the biting stopped, and we became silent in the darkness. Suddenly I noticed a glow above the mountain, similar to a large fire. We thought for a long time what it was, until our yesterday’s acquaintance appeared from behind the mountain - the big red moon!
Against the background of the lunar path, we saw how our friends weighed anchor and swam towards the camp. We decided to sit for another hour, but soon the wind picked up, and we also rowed towards the shore.
This turned out to be such an interesting fishing trip! Indeed, how much depends on luck in our business: today Dima was luckier than all of us put together, it’s not for nothing that he was most eager to go fishing in the evening - as he felt!
